A poor performance in athletics by the traditionally dominant force of Cyprus, allowed Luxembourg to climb to second place in the medals table of the 1999 Games of the Small States of Europe.

While Iceland continued their winning streak, Cyprus failed, for the first time in the history of the GSSE, to win a single gold in the women's athletics events.
